Cooley Appoints New Leadership in Palo Alto and Washington, DC

Palo Alto and Washington, DC – June 2, 2022 – As of June 1, Shannon Eagan is the new partner in charge of Cooley’s Palo Alto office, and Cullen Speckhart is partner in charge of the firm’s office in Washington, DC. Eagan and Speckhart assumed the leadership roles from partners John Dwyer and Mike Tuscan, respectively.

Since joining Cooley in Palo Alto in 2007, Eagan has been a member of the firm’s litigation department, representing corporations and individuals in complex disputes and litigation, internal corporate investigations, and Securities and Exchange Commission investigations and actions. She also serves as head of Cooley’s Palo Alto business litigation practice.

Eagan will take the reins from Dwyer, who has overseen the office for nearly 12 years, during which time he successfully guided it through a major renovation and ran point on several critical lease extensions.

“I am looking forward to overseeing such an accomplished group of lawyers and staff,” said Speckhart. “It is a remarkable time to serve as partner in charge of Cooley’s DC office, as the firm continues to focus on attracting top talent on the East Coast and globally.”

Speckhart joined Cooley’s DC office in 2019, and was appointed chair of the firm’s business restructuring & reorganization practice shortly thereafter. She represents various parties to insolvency proceedings – including debtors, creditors, creditors’ committees, trustees and foreign representatives – and has deep experience in corporate restructuring and financial litigation across a broad range of industries.

Speckhart will fill the office leadership role held by Tuscan, whose six-year tenure was marked by significant and substantial growth in the office.
