About Bridget

Bridget advises companies, funds and financial institutions on complex cross-border transactional and regulatory matters involving national security and US economic and trade sanctions. She draws upon significant government experience to help clients strategically navigate foreign investment reviews by the Committee on Foreign Investment in the United States (CFIUS), as well as US export controls and sanctions. Bridget joins Cooley from the US Department of the Treasury’s Office of the General Counsel, where she most recently served as a senior counsel and lead counsel for the Office of Investment Security. She was responsible for all jurisdictional assessments and other legal analyses, including resolution of interpretive questions, on behalf of CFIUS, and negotiated the mitigation agreements between CFIUS and transaction parties on behalf of the government.

During her tenure at the Treasury Department, Bridget supervised and directed national security work performed by the Office of the General Counsel. In her role, she provided counsel to senior treasury officials on 600+ foreign investment matters reviewed by CFIUS and advised on and coordinated the response to litigation related to CFIUS authorities. Bridget gained experience in drafting and implementing executive components of major government acts, and has deep knowledge of CFIUS filings and enforcement proceedings to assist clients in response to CFIUS review and litigation. She also coordinated on behalf of the department with US export control agencies on various rulemakings, including US Entity List designations, new controls for items included on the Commerce Control List, and the information and communications technology and services (ICTS) rule.

Bridget serves as a US Army Reserve officer and is currently acting as chief of intelligence law for her unit in the US Army Judge Advocate General’s Corps (JAG). Bridget is also a guest lecturer for the National Defense University’s College of Information and Cyberspace on topics related to US national security law and interagency processes.

Bridget is a recipient of the Secretary of the Treasury annual award for contributions to the CFIUS team and a recipient of the Office of General Counsel annual award for Legal Team of the Year.

Before joining the Treasury Department, Bridget worked at another major law firm advising US and global clients on compliance and enforcement matters involving national security, US sanctions and export controls, anticorruption laws, anti-boycott regulations, and anti-money laundering laws and regulations.

She served as a law clerk to US Circuit Judge Morton Greenberg of the US Court of Appeals for the Third Circuit and US District Judge Federico Moreno of the US District Court for the Southern District of Florida.
