About Charles
Charles D. Haley's practice focuses on all aspects of technology transactions, and his clients range from startups to large public companies. He regularly counsels clients on intellectual property and technology issues arising in connection with mergers and acquisitions, securities offerings, and commercial transactions. His practice spans multiple business verticals, including digital health platforms; big data offerings; and autonomous vehicles.
Prior to joining Cooley, Charles served as General Counsel of Symyx Technologies, Inc. and Deputy General Counsel of BigBand Networks, Inc., both publicly traded technology companies in Silicon Valley. He was also previously a partner in the corporate group of Tomlinson Zisko LLP in Palo Alto, CA, representing technology companies and venture capital investors.
Charles clerked for the Honorable Claude M. Hilton, US District Judge for the Eastern District of Virginia from 1995-1996. He received a JD in 1995 from the University of Virginia School of Law, where he was a member of the Federalist Society. He was a Fulbright Scholar in Istanbul, Turkey, 1991-1992, and received a BA, summa cum laude, from Princeton University in 1991.
