For 20 years, Dave Fletcher has represented companies of all sizes and life cycle stages in transactions and litigation matters critical to their success in the government market.
Dave advises clients ranging from startups to established public companies on contractual and regulatory requirements that apply to government contracts, grants, cooperative agreements, cooperative research and development agreements, and other transaction agreements. He negotiates the terms of subcontracts, subawards, teaming agreements and other prime contractor/subcontractor relationships; advises on evolving areas of government contract compliance; and counsels companies, investors and deal teams on the effect of government contracts on M&A and financing transactions. Additionally, Dave advises clients on the proper allocation of rights in technology funded or acquired by federal agencies under government grants and contracts.
In his litigation practice, Dave represents clients in bid protests and contract claims in the forums dedicated to government contract dispute resolution, including the US Government Accountability Office, the US Court of Federal Claims and agency-level protest forums. He advises on internal investigations involving the award or performance of government contracts and, when necessary, defends clients in suspension and debarment actions and assists with mandatory disclosures.
Dave previously worked in-house at GE Aviation for two years, where he served as the principal legal advisor for GE Aviation’s $1 billion turboshaft/turboprop business.
