About Richard
Richard focuses his practice on data privacy, regulation of emerging technologies, and social media law – including platform liability. He works with clients across a wide range of industries, advising on state, federal, and international compliance regimes. He also assists clients with privacy-related legal issues and regulatory enforcement actions.
Before joining Cooley, Richard was an active member of the Silicon Flatirons Center at Colorado Law. His paper on the privacy risks of eye-tracking technology won the 2022 student writing competition, later earning publication in the prestigious Colorado Technology Law Journal. In addition, Richard helped advise the Office of the Colorado Attorney General in pre-rulemaking for the Colorado Privacy Act and served as a legal intern at Workday, where he supported the company’s privacy legal team.
