About Shannon
Shannon’s practice focuses on assisting postsecondary institutions, K-12 schools, and the companies that collaborate with them navigate complex regulatory issues. She advises on matters involving accreditation, state authorization and federal student aid as well as matters affecting developing technology companies that support the education sector. She also counsels clients on compliance with various federal civil rights laws including Title IX and the Americans with Disabilities Act.
Before joining Cooley, Shannon spent a year clerking for the Honorable Mark S. Davis, Chief United States District Judge, in the Eastern District of Virginia. During law school, Shannon worked in her school’s Education Rights Clinic, helping students in grades K-12 obtain an appropriate education under the Individuals with Disabilites Education Act and Section 504 of the Rehabilitation Act. She also served as the student representative on her law school’s admissions counsel and worked as executive editor of the University of Richmond Law Review.
