About Victoria
Victoria represents individuals and companies in high-stakes government and internal investigations and complicated commercial disputes. She has defended clients on a range of issues during government investigations by entities such as the Department of Justice (DOJ), Securities and Exchange Commission (SEC), Food and Drug Administration (FDA), and state authorities. She also advises clients in various litigation matters, including breach of contract and trade secret claims, securities class actions, and employment-related disputes. Her clients include biotechnology, fashion, pharmaceutical and financial companies.
Victoria represents plaintiffs and defendants in hard-fought litigation matters in federal and state courts, arbitral forums, and mediation. She also advises clients in pre-litigation disputes and has achieved favorable outcomes without the need for litigation. Victoria maintains an active pro bono practice, with an emphasis on criminal defense. She serves on Cooley’s associates committee and is committed to furthering the firm’s diversity, equity and inclusion initiatives, including by serving on Cooley’s Women’s Initiative Strategy Committee.
Victoria’s representative matters include:
- Defending an education company in connection with a DOJ investigation relating to alleged theft of government funds
- Defending a construction company in relation to an investigation by the Manhattan District Attorney’s Office
- Representing employees of a multinational financial institution in connection with DOJ/FDA criminal investigation involving alleged improper use of unapproved medical devices
- Representing a fashion company in a False Claims Act investigation concerning customs duties
- Defending and securing highly favorable settlement for a former officer of a cannabis conglomerate charged with breaches of fiduciary duties
- Defending a fashion company in a dispute with its former officer involving threatened legal action, resulting in no lawsuit filed
- Representing a hospitality company in a breach of contract action in New York state court, resulting in favorable settlement
- Representing a luxury goods company in a trade secrets action against a competitor in New York state court
- Defending a former executive of a biotechnology company in an SEC investigation involving allegations of misrepresentations in connection with an initial public offering
- Defending a pharmaceutical company in a securities class action and derivative action in the US District Court for the Southern District of New York
- Representing a pharmaceutical company in an expedited internal investigation concerning claims of misrepresentations to investors
- Representing a debtor pharmaceutical company in an adversary proceeding in the US Bankruptcy Court to properly characterize obligations under a co-development agreement
Prior to joining Cooley, Victoria clerked for US District Judge Analisa Torres of the US District Court for the Southern District of New York and Chief Judge Michael Chagares of the US Court of Appeals for the Third Circuit.
During law school, Victoria served as editor-in-chief of the Yale Law & Policy Review and as a board member of Yale Law Women. She represented clients in state criminal cases through the Criminal Justice Clinic, and she completed internships at the Federal Defenders of New York for the Southern District and the Office of the Federal Public Defender for the District of Connecticut.
