About Frank
Frank Pietrantonio's practice focuses on adversarial proceedings involving patents, as well as patent counseling and prosecution. He represents clients in complicated litigation matters – including multidistrict litigation – involving large and diverse patent portfolios. He has experience across multiple US District Courts, including New York, Delaware, Texas and California. He also represents clients in appeals before the US Court of Appeals for the Federal Circuit. Having led more than 20 ex parte re-examinations pre-AIA, he leverages his strong post-grant experience to represent clients before the US Patent and Trademark Office in inter partes review and covered business method review proceedings. Frank is also regularly recognized as one of the top patent practitioners in the US. Since 2006, Chambers USA has noted his "strong counseling practice" on behalf of clients in the semiconductor, digital media and telecommunications industries.
With career experience as an electrical engineer, Frank applies his technical background to provide efficient representation in litigation involving complex patent issues and technologies, as well as to provide strategic counseling support directed toward protecting and monetizing his clients' intellectual property assets. He has played a lead role in matters involving technologies such as audio and video digital coding, CDMA-related digital signal processing and software architecture and design supporting SaaS business software. In such matters, he has typically led a team addressing infringement and/or validity issues, handled multiple Markman hearings and taken a lead role at trial on technical issues.
Frank is the former chair of the firm's Intellectual Property practice and the former partner in charge of the Reston office. Prior to joining Cooley, Frank developed extensive knowledge of patent counseling and patent prosecution matters across a broad spectrum of technical areas. Applying experience gained as a member of the Bell Laboratories Technical Staff, Frank worked with an array of telecommunication clients, wireless service providers, computer hardware manufacturers and software developers.
